I, President Aiden Jacob, officially authorize Joseph Zientara to act as Commissioner of the Peace. Mr. Zientara will serve in this position indefinitely, unless he is unauthorized by the President or a vote by Congress.
Furthermore, with my power as the President of the United Friends of America, to avoid corruption or injustice, I hereby enact Provisions for Commissioner of the Peace and Office of Enforcing Peace
Establishment of the Office
1. An independent office known as the Office of Enforcing Peace (OEP) is hereby established under the oversight of the United Friends of America government.
2. The purpose of the Office shall be:
- To promote and maintain peace between citizens
- To investigate violations of UFA law
- To ensure that individuals accused of crimes are properly brought before UFA courts
3. The Office of Enforcing Peace shall operate in accordance with the Constitution and shall respect the rights and liberties of all citizens.
The Commissioner of the Peace
1. The Office shall be led by an official known as the Commissioner of the Peace.
2. The Commissioner shall be appointed by the President, subject to approval by Congress.
3. The Commissioner may be removed by the President with the consent of Congress.
4. The Commissioner shall:
- Oversee all operations of the Office of Enforcing Peace
- Hire and dismiss Officers of the Peace
- Review and approve warrant requests
- Ensure that all enforcement actions follow UFA law
4. The Commissioner shall present a public report once per term summarizing the activities of the Office, excluding sensitive personal details.
Officers of the Peace
1. Individuals serving under the Office shall be known as Officers of the Peace.
2. Officers shall be appointed by the Commissioner.
3. Officers shall receive compensation of 300 tokens per year, distributed by the Treasury.
4. Officers are responsible for:
- Responding to disturbances
- Investigating potential violations of UFA law
- Executing lawful warrants
- Escorting accused individuals to court proceedings when required
5. Officers serve to uphold peace, not to intimidate or control the population.
Limits on Authority and Use of Force
1. To protect civil liberties:
- Officers of the Peace may not use physical force to break up peaceful disputes or nonviolent disturbances.
- Officers may intervene verbally to calm situations and prevent escalation.
- Physical detention is only permitted during a lawful arrest under a valid warrant.
- Excessive or abusive behavior by Officers shall be grounds for dismissal and possible legal consequences.
Warrants and Arrests
1. Officers of the Peace may only arrest individuals under the authority of a valid warrant.
2. Warrants must:
- Be reviewed and approved by the Commissioner of the Peace
- Contain reasonable evidence that a UFA law has been violated
- Clearly name or describe the person subject to arrest
3. Warrants shall be issued for alleged criminal violations and shall not be used to suppress speech, protest, or lawful political activity.
4. Upon arrest, the individual must be brought before the appropriate UFA court within a reasonable timeframe.
Oversight and Accountability
1. The Office of Enforcing Peace shall remain accountable to the government and the people.
2. Congress may review the conduct and structure of the Office at any time.
3. Any citizen may file a complaint regarding misconduct by an Officer or the Commissioner. Complaints shall be reviewed by an independent judicial authority.
4. The Supreme Court retains the authority to rule on whether actions taken by the Office violate constitutional rights.
